  1. An interesting bulletin but I hope that LAPD officers and recruits are given better advice during their practical training. During the handcuffing techniques training courses that I’ve attended we’ve always been told to cuff behind with the palms facing OUT. Not always possible when cuffing a violent offender when the necessity is to just get the cuffs on at all costs, but cuffing palms-facing should never be the action of choice. When using hinged or rigid cuffs the same applies – palms out – unless the hands are “stacked” behind the back or, exceptionally, in front.
